Isaiah lived in the present and summoned the people of God into the future. He didn't have much use for the people's shallow devotion and less for the rule of the people's leaders, government.
See, a king will reign in righteousness, and princes will rule with justice. Each will be like a hiding place from the wind, a covert from the tempest, like the streams of waters in a dry place...

Isaiah saw a day ahead in which justice reigned, the rule of the kings and princes blessed the people, not oppressed them. But that day was not yet. There was iniquity and injustice in Israel, and Isaiah wasn't talking about government/ politics-stuff, he was talking God-stuff! A change was necessary. A change must come.
There was no separation of church and state for Isaiah. To be faithful meant faithful in politics, government. To be a good citizen meant to be the people of faith.
