The war within is the desire to be the person of Christ, a faithful follower, but what we want to do, we do not do, and what we do not want to do, that's the very thing we do.

For in my inner being I delight in God's law; but I see another law at work in me, waging war against the law of my mind and making me a prisoner of the law of sin at work within me.  What a wretched man I am!  Who will rescue me from this body of death?  Thanks be to God, who delivers me through Jesus Christ our Lord!.

Yes, there is a war within, but Christ wins that war.  Paul transparently shares his inner turmoil, but asks that question: "Who will rescue me?"  Might I add, "Who will rescue us?"
The war within is not the last word, but Jesus Christ has the last say!  "Thanks be to God" indeed!
